GetString

Decodes a range of bytes into a String.

 Public Function GetString(
	  ByRef Bytes ( ) As Byte,
	  Optional ByRef Index As Variant,
	  Optional ByRef Count As Variant ) As String

Bytes: [ByRef] Byte. The set of bytes to be decoded into a string.
Index: [ByRef] Optional. Variant. The index of the first byte to be decoded.
Count: [ByRef] Optional. Variant. The number of bytes to be used in the decoding.

String - A string containing the decoded set of bytes.

Exception	Condition
ArgumentNullException	Bytes is null.
ArgumentOutOfRangeException	Index is less than the lower-bound of Bytes. -or- Count is less than zero. -or- Index and Count do not denote a valid range in Bytes.
DecoderFallbackException	A fallback occurred -and- DecoderFallback is set to DecoderExceptionFallback.
